If the dog is trained, it should release on command. If it is not trained, why is it on the street? Did they just feel like ripping up the arm of a restrained, non-resisting person? Oh, yeah, hold down his legs because you can't control your damn attack dog. I'm surprised there weren't shouts of 'stop resisting' to make it all the restrained, non-resisting person's fault.
